All bacterial infections from Legionella, come from water, hunidifiers or from uncleaned carbon filters. You will need a complete review of illnesses to find out the cause.
In the netherlands 30 people diad in BOVENKARSPEl after visiting a fair with flowers and home appliances like some hot tubes, showed working. These were filled with water from a fire hose. By the way : The filling company was found guilty, not the water company and not the owner of the installation.
To come to your quaetion. It will be very difficult to detect the cause ( air plane/hotel? shower? hospitals etc and NOBODY will freely say: Yes it was our installation, unless the cross-infection can be statsisticly proven
