After Arago lost to Kaos 1000 years ago, Kaos divided these natural power into 9 armors, and use the virtues to control the power, so that the "power" would not be by the wrong person. (This does not prevent the "right person" using the armor in a wrong way, however. That's how Arago used the Mashos to regain the power. )(In "Memorials", it is said that a part of the armor follows Arago into youjakai. The part that is supposed to be virtue of 'Courage'. This power is then later absorbed by Kenbukyou). It appeared that the bigger the power, the more easier to affect the whole youjakai. And power could become evil (hence closer to youja) if it is not using with heart...(also refer to TV episode #26)(here I said heart, which means virtues +alpha.) Virtue alone is probably not enough. Kaos's adding virtues, do make youja's gaining power harder than before. Even Arago, the king, can only take control of a bearer when he was in a crisis. All the four mashos were recruited during the War Era in Japan. (There were probably other people qualified for being the bearers before as well, but they would have less risks than the four mashos in a peaceful time.) You might say that "wow, how fortunately we still have five armors..." And yes, there are indeed stronger virtues and weaker virtues in the sense of which one is easier to be affected by such desire of power... jin, gi, rei, chi, shin, chuu, kou, tei, nin. Jin is probably the most robost one. Then Rei, then Gi, Shin, Chuu, Kou, Tei, Nin, Chi (Remember, this is only my personal opinion. In addition, although I put Chi in the last position, this does not equal to saying Chi is the least important virtue.) The last four is probably easier to understand. For people don't know about Tei..it means to follow the elders (usually means someone who is of the same generation as one is, but is senior, such as an elder brother or an elder sister) Gi and Shin, although there might be people arguing about the position of these two, they'll agree that they are stronger than the five behind them... Rei, this is the most difficult to explain. Rei, is very much like Jin, although it is translated only to "courtesy" in English. Rei, happened to be a strong virtue in the Eastern philosophy. The eariest appearance of it is in Chou Dynasty in China, when the Duke of Chou establish a code (Rei) for the society as the 'way of behave'. And ever since then, the people are described as "being civilized". This is what Rei actually means (as opposite to being 'courtesy' only) Which is why I said 'Seiji thinks, and struggled to be good' while 'Ryo choose good way by nature'. It's not saying Ryo don't think at all, but there is a difference between them. Seiji's being good is controlled by society values, and by the discipline. Ryo's being good is more natural.

Arago, the king of youja, happened to be the current king in the last 1000 years...before it, no one knows...but Kaos clan has existed for a longer time than that, (just think about Kaos and Kayura as the last members of the clan) so I would say the fight between youjakai and human's world is not the first time. However, as being repeatingly pointed out, the armors of troopers (and the 4 mashos) existed only after Arago...
The power itself does not associate with the virtues, and whether or not the "power" will revive youja (I don't say Arago, because he is unlikely to be the only "king"...or powerful enough entity in youjakai)
Based on the bio of the four mashos, they were all somewhat failed or defeated during the War Era...and were in need of power. And when someone's desire for power is bigger than they should, they are easier to become a youja.
In OVA 'Message' you knows a little about the armors' history. That is, they were NOT always being used by someone. Kaos (this part is from the novel 'Yoroi Seiden' give the armors for 9 warriors to keep (and five seems to be the trooopers' ancestors), but they are not necessary the bearers. Usually the armors were sealed and people died from protecting armors being used in a wrong way (such as Suzunagi's family) For only being someone with a specific virtue is not necessary means that he will not become a youja if he using the power in a wrong way.
Chi, (or wisdom here) is like knowledge, or technology in my own explanation. That is, it can become either good or evil pretty easily. depends on how one uses it. Excess knowledge, just as excess power, could be
used in either way, which itself, is neutral. Or I should say, Chi=Wisdom has to stay neutral so that the bearer can make the most objective decision.
According to OAV Message, the armor of Tenku was the only one that I can be sure that it was sealed until WWII.....until Kaos broke the seal in "Message", and this is probably why it has not fallen into Arago's side.
It is the artificial (or human-defined) virtue of what is good and what is evil.(vs to Jin, as a nature virtue of what is good and what is evil)
Rei is more like Superego in the sense that moral is "learned", while Jin is more like the 'universal law' which exists independently and applies to all situations.
You "should" respect each other, You "should" follow the rules. That's what 'Rei' is. It is the human defined morality of what the 'Shoulds' are. Man should love each other because we are all humans (vs. being told by the society), are 'Jin'.
Of course, there are a lot overlay of Jin and Rei in this sense, which is understandable.
