Yes and No.
Kikoutei was mde to be released as OAV (i.e., video). However, when it was finished, apparently there were events held (by Sunrise) in many different cities in Japan. Fans gathered to watch it together, and my assumption was that the pamphlet was the by-product of these events.
I'm not sure whether these events were held in movie theaters or not.
In some database (like the one below), it was counted as a "movie". However, it was not exactly aired in a movie theater network.
