Not necessary. Many "artbooks" (& film books) are by-products of popular animation magazines, and are listed as "magazines" in Japan 20 years ago. There is a Magazine number, but no ISBN number. Only recently, they use both magazine number and ISBN number for this category of books.
Only a few artbooks do have ISBN numbers.
