It's a German proverbial oxymoron N. uses as a jibe against:
2) Richard Wagner's "infinite melody" (see N.'s notebooks Fall 1881 11[198]);
3) "unegoistic actions" and "unegoistic drives" (see N.'s notebooks Summer-Fall 1884 26[224]);
4) "pure knowledge" and "thing in itself" (see N.'s notebooks Summer-Fall 1884 26[413]);
5) socialism re the building of a "free society" (see Book 5 of The Gay Science, §356).
