I think this is what your talking about .....

Um, your not talking about this stuff - are you ?
#2) To control the ratings you must control the farm first. Turn off farm slump/streak on the simulator. Then the no name guys in the farm now wont go sky high creating even more problems than already. Stop the bleeding and allow only the rerater at seasons end to rate the players.
#3) Lower the shots & goals bar so that it makes goaltenders a factor in the game. Scores arent very high but its nice to see good games other than just shootouts, shootouts get boring. This is optional, you want high scoring games thats fine but you have too many scoring without a name. From past experience when set low its really the team stars that are poppin on a consistent basis.
#4) Lastly at seasons end, all you do is not take out the fakes cause some teams would have zero guys but all you do is use FHLStuff to lower every players ratings at once down about 10 to 15 overall points. This will not change anything, everything will be that same only it will give the Lemieuxs, the Gretzkys & the great players somewhere to go. Once you have everyone over 80+ theres no skill cause theres no distinct stars. I think with only these minor tweakings now & the rerate like that at the end will pick up trading, activity & other stuff cause teams will want guys who are better but you dont go and trade a 80 for a 80 , no sense when their 4th line guys. BUT when their first line guys or in a year when only a few are turning 80 rated teams will want those guys more & make trading a big factor once again. All these are very minor. These are only opinions you to think about chief ...
