When you have guys 80+ rated playing on your third line then what the f*ck is there any need of. Even if you went & took EVERY PLAYER & lowered to the highest rated player to 77-80 BUT lower all evenly like lets say a 84 is lowered to a 77 then a 75 would be lowered to a 68 or there of , I mean there has to be more parity in the league, theres no such thing as a star in this league. Not a distinguished one. Leagues like this get boring. If you lower all ratings with no bias then even the best guy will still be the best guy when lowered BUT now theres 68 ov guys playing some third & most 4th lines & gives teams needs & desires to go out & look for those guys. It creates a higher level to achieve cause no one is losing anything the top 100 players & so on will still be the same top 100 players - only lower rated.

Cap means nothing only has teams signing guys at lower salaries or has teams giving bigger signing bonus'.
I've seen it work in leagues that went out of control & then I've seen some league ratings 2 or 3 seasons like this get boring & either everyone ends up quitting or the league closes shop.
