Posted by Mike on 4/23/2007, 7:37 pm After a nearly seven-hour standoff, a Council Bluffs man surrendered peacefully to law enforcement officials on Sunday. Reports indicated Heenan's ex-girlfriend called 911 and told operators Heenan was distraught and threatening to harm himself with a firearm. Upon the officers' arrival, the 911 center called Heenan's cell phone and asked him to come outside to speak with the officers. Heenan reportedly told the dispatcher that the police needed to go away or he was going to "do something bad" and he "wasn't playing games." Officers then set up a perimeter around the home. It was confirmed by speaking with Heenan's family that he did possess at least one firearm. Emergency Services Team members and hostage negotiators were called to the scene. The area surrounding the home was blocked off and neighbors were asked to remain inside their residences. After negotiations that last for nearly seven hours, Heenan exited the home unarmed and was taken into custody at 3:23 p.m. Heenan was transported to Alegent Health Mercy Hospital where he was admitted on a court mandated psychological hold order. Because Heenan repeatedly refused directions instructing him to exit the home unarmed during the standoff, he was charged with interference with official acts. Once he is released from the hospital, he will be transported to corrections to be booked on the charge.

Council Bluffs Police officers were dispatched to 2200 Ave. J at approximately 8:30 a.m. to check the welfare of the homeowner, Mark Heenan, 38.
