The only thing in the rules about the programmable boxes is that the two step wiring must be clearly disconnected. The timing retard is a tuning aid, not something that helps control the launch like a two step.
Way back when we were using dual point distributors we would wire them with a toggle switch to kill the leading set of points to retard the timing.
Yeah I know...... now someone is going to ask what points are.
