Obviously not but he should blow when he sees the offence unless he is playing an advantage, which would be the case used in this instance even though the real reason is simply that he couldnt physically blow the whistle fast enough really. Some referees do give the free kick outside the box as they spotted the offence and use that exact instance as the time of the offence, so it can go either way.
