It blatantly is, the touch happened as they were level and a little extra force came as Newby had just passed him, that is definitely not a natural position for the outstretched arm to be at that particular point in play, as to the actual force applied I dont know, not a lot, but the foul is because of that contact, not the amount of force applied and remember, at that speed it doesn’t always take much of a touch to make the player lose balance.
