Traditionally, definitely. Not sure if that's the case now. It certainly wasn't when I was there in the early 2000s, but that was peak Tony Blair '50% of people should go to uni' days. I suspect the hike in fees has cancelled out whatever growth there had been in lower income kids going to university. But in 2003 I went to University of Manchester and in our flat most were from working class families. But that may well have been because we were in the cheapest halls, it was probably very different a bit higher up the food chain.
