Quite deliberately so I expect.
As for private venture pays for it.
Barring maybe a large gig-concert venue I'm not sure I'd want private venture paying for an education establishment or arts establishment/facilities. Totally hampers intellectual and artistic freedom.
And if it were that easy to get private venture to pay for the set up of money-pit organisations like professional orchestras, top-level professional theatres etc... then why isn't every large-ish town/city in the country doing it?
Why isn't Bolton, it has a top-class theatre, a football ground a team that could be top-flight, a university, a student population - why aren't they getting a professional orchestra? How about Wolverhampton where is theirs?
How about Barnsley - where's their university?
I like the ideas, but you have to be realistic about how it is paid for and how it will continue to be able to operate.
But what sums you up is you call for a whole host of grand ideas and gestures with bugger all plan how these will be funded, other than "private enterprise" or we can become a city and the money will magic itself out of thin air.
