As I understand it this is not a Housing Association, it's what's known as an Arms Length Management Organisation or ALMO. Thanks to Austerity cuts many councils have slid their entire Council Housing into ALMOs, complete with tenants and anyone holding a lease thanks to Right to Buy. However, it appears that once these ALMOs are set up some councils, Kensington and Chelsea included, use it as an excuse to wash their hands of residents' concerns. Instead they push the residents to take things up with the ALMO. KCTMO, the ALMO responsible for Grenfell Tower, had frequently been warned about fire safety issues at this block, and had done nothing. The council had done nothing. Nobody had done anything. The local Action Group tried to force the ALMO to act in court, but thanks to further Austerity cuts there is now no Legal Aid. This all boils down to a Tory council not giving a shit about its poorer residents, and a Tory government removing protections to save money whilst simultaneously blocking legislation that would have forced KCTMO to improve safety.
It turns out a friend of mine has likely lost two of her friends thanks to this. It's not abstract when it affects your social circle. I feel angry about this, because it's utterly needless. It only happened because everyone who should have stopped it didn't give a shit. It happened because of neglect, plain and simple. So if I'm angry about it from Bloomsbury I can fully understand what those in White City, who live in the shadow of this block, who have lost many people they know, and have experienced the council and KCTMO not giving a shit for years, have to be angry about. They are rightly furious.
