External cladding used for insulation usually is factory insulated solid foam filled composite panels. i.e.metal Inner panel, 125mm solid foam insulation, plastic coated metal outer skin.
The foam core is non combustible.
Apparently the concrete walls to the tower are not flat, but fluted, that's vertical grooves running full height as a design feature.
If these groves have not been fire stopped, it creates hundreds of individual chimneys for the flames to burn
That's my guess.
