The North West Film Archive at Manchester Metropolitan University actually has a film clip of this, but here is the date:

Viscount Leverhulme opens the new Ellesmere Port central library on 5th May 1962 - Guests are seen having lunch at the Civic Hall. Concluding shots include a postman entering the new library with views of the interior of the building.
