Big House

I am just trying to find out about a house that was related to me in a story. During the war years a distant relative of mine by the name of Agnes Williams and her adopted son Peter lived at this big house somewhere in Liverpool. When the second war broke out, she had a huge wall built around her house and painted it white. No one knew the reason why until she died. She had a stockpile of coal in the yard and didn't want her neighbours stealing it. Where would a house like this be? If she didn't want her neighbours stealing the coal, am thinking she lived near poor people, but where? Anyone shed any light on this, please mail me. I know it is lacking in information, but the relative remembers going to the house as a child, but can't remember where.
