Canal at Tarbock ?

I borrowed a copy of " a history of tarbock" from a friend and read the tantalising snippet that plans were made for a canal from Liverpool to widnes "through" Tarbock, around or just after the Sankey canal was built.
I have not heard anything of this before. Does anyone know anything or can anyone point me in the right direction to do some futher research.
