Links 2001 Course Converter/ Windows XPPro

Since purchasing my new Dell/Windows XPPro, I have
tried to open Course Converter.exe, having set
up a CRX file, and having installed LinksLS98
as precaution.
I receive an error msg. that this file is not a
Win32 application.
Does anyone know what that means, and what I need
to do?
