I also could not get above 7-12 fps, but have now resolved it. The problem appears to be that Links does not really recognize the graphics device. You can try the following
Go to the Links 2003 directory and find the file Videocard.txt
Open the file with Notepad, and locate the following: "Vendor = 0x1002 "ATI"
Below that are a number of device id's, got to the last one before the next "Vendor =" line, and enter the following below it
Save the file and open Links and select the Radeon 9200 as your card
