Slow FPS

I just installed a Radeon 9200 AGP Video Card. Game boots up fine but looks like it is playing in slow motion. When I activate the FPS for the golfers, it is really low. I have checked all settings in directX and my video card and all hardware acceleration is on. I am running Directx 8.1. I have played Links on my machine previously with a Nividia GForce card with only 64 Meg of ram and it ran fine until my video card gave out the other day. The Radeon has 128 meg of ram...go figure?
