this may be a little late as I have only just come across this web site today and I see you posted this way back in September.
Her goes if I can be of any help if you still need it,
If the engine is leaking air via the crancases then you will get high revving, however this occurs when you try to ride the scooter when in gear and it will be very rough, the revs going up and down the rev range at will, check the spark plug colour if it is very light in colour almost white then definitly there is too much air getting in the engine.
It could be a combination of both.
Start from the spark plug and work back to the stator plate. Check the plug gap and set if needed. check there is a good spark (blue should be the normal colour) Check the H.T coil, lead and plug cap, then the stator. If points ignition check the points gap I don't know the correct setting for this scooter but if the gap istoo wide then the ignition fires too early (pre-ignition)and vice versa. Points should open at top-dead-centre and fire at the designated firing point measured in degrees from top-dead-centre. There should be an arrow on the flywheel and a "TDC" mark on the engine case if points.
If Electronic ignition it may be the pic-up which replaces the points is faulty or the stator is loose and moved or if it has been took out and put back it could be in the wrong position and the stator will need to be moved to correct the timing. Moving the stator Anti-Clockwise will ADVANCE the timing, moving Clockwise will retard the timing, the same for a stator fitted with points.
Check all the seals in the flywheel casing as well if you take it off to make sure there is no leak there into the crankshaft as Indian oilseals are prone to failure.
Sorry can't be more specific as it is a process of elimination but hopefully this will be of some help.
PS: H.T coils are prone to failure especially noticeable when an engine is hot, might be worth just trying another H.T coil if you have a spare.
