Your cutting of that wire will make the transceiver transmit above 148.000 BUT......
The frequencies right above 148.000 are military. 148.125, for example is US Air Force assigned by NTIA. The FCC does not have control over those frequencies. NTIA does. Transmitting in those frequencies is a federal offense.
We used 148.125 (and others) in the Civil Air Patrol
(auxiliary to the USAF) and had to have NTIA licenses, not FCC.
