I think the problem you will run into is that most places will not sell these to individuals, only to public safety organizations, professional radio shops, and the like. Most radio shops will program amateur frequencies for a small fee (I wouldn't venture to ask to have any public safety frequencies programmed unless you are a volunteer firefighter etc, you might not like the response you get!) Not as good as having the equipment to do it yourself but it will at least make the radios functional.
