I believe Tethers can be used on the suspension parts of cars but not the wheels/tires, because the wheels spin.
I have never seen tethers used, so I don't really know it's total safety purpose.
I don't know if tethers would have changed this outcome? It appears the tire/ rim were separated from the suspension. so sad
