With only two kart racing clubs in Ontario in 1977, one club being 4 stroke racing (Whitby) and the other 2 stroke racing (Goodwood).
Both kart clubs were run and organized by the track owners.
There was no outside governing body or clubs controlling or running the owners tracks (investment).
If you like this (4 stroke) you go here.
If you like that (2 stroke)you go there.
It was a simple choice for consumers and seemed correct for track owners.
