If this is a big brass lookig valve, that is above ground, more than likely tis is called a pressure vacuum breaker. It is not supposed to leak water all the time. Theywill leak a litle upon startup, but shut right off. What yu need to do depndson where t is leaking and if it is from freezing. If the brass casing is broken it will need to be replaced. Ifthecase is ok, sometimes you can put a repair kit in i and it willwork like new. If you are no to familiar with this you may wantto call a technician.
