Would have to be concrete. Plywood is going to start to decompose after getting wet and then mold. It will also hold on to the germs/dirt/and waste matter. Concrete will to some degree hold some germs/dirt/and wast but to a way lesser extent. With the concrete you can at least clean it with bleach. (make sure you hose off the urine first)Made that mistake once.....) But for shear longevity i would say concrete. Good luck in what ever you decide to do. xoxo Kelly
