Mamy times they do not bleed on their first heat. Some people call it a silent heat, and it often goes unnoticed. I think that people who see their dogs go in heat for the first time after 18 months actually missed the silent heat.
It seems to be somewhat size related. Bigger females get their first heat later, and smaller ones earlier. Small dogs, like Cocker Spaniels, get their first heat around 6 months old.
