Just a wonderful and complete comment from the (very) experienced, Sir Ken Wainwright!
I also would like to add another important feature of the raised drain valve. In the 80's, the concern (as now) was also about "In-Door Air Quality". That is, the non circulation of dust and debris being exhausted into the air indoors from the common generic HWE machine vacuum motors. For example, have you ever wondered why that polished end table was so dusty after vacuuming? I have as thousands of others have.
Therefore, having the element of the drain valve design incorporated the way it currently is, will eliminate this problem as well as protect the longivity of the gate valve seals; and/or iritating driping.
