If you had a Chemstractor or plural, you could still encap & still be legally HWE. That ugly beast has saved me on those Olefin commercial jobs that had to be HWE'd. I lost a major account this way though, they had installed security cameras throughout the halls. Many years of that account, no return calls, no letters, no nothing, but always liked the work.
I noticed you said "school". I have gotten requests for HWE from schools right out of the box, they didn't even know what kind of carpet it was. Many have that as the requirement for health reasons here by the state.
