Local suppliers carry named brand dyelock chems; It basically is designed chem to keep area rugs from bleeding all the dye from the fabric it is made into.
Basically invest in a DIY tape; Don't waste your time with the IICRC classes; chances are you won't even see a rug while taking a class; unless you find an actual carpet/rug cleaneer that is an instructor.
You will also need to learn how to test for chemical bleeding rugs; it is a simple enough test to show if the dye is set/dyelock permenant.
If you are a firm decided rug cleaner wanna be; then you may wana give up carpet cleaning; because you can make way more money cleaning rugs if you are good at it. Dive and learn it and start investing in tools of the trade.
