New information can be added without a designer. Random changes are unlikely to create information, but it's not impossible and over enough trials it is in fact inevitable. Imagine you have a deck of cards that is some highly but not perfectly ordered, with many of the cards being at or close to where they were before the pack was opened. Is it impossible to take a card out randomly, put it bad randomly and have the pack more ordered? Common sense says that although it's unlikely it's not impossible.
Step 1. Take random card out of pack remembering the original position.
Step 2. Put card in random position in the pack.
Step 3. Assess if the pack is more or less ordered than before.
Step 4a. If it is more ordered, Go to step 1.
Step 4b. If it is not more ordered put the card back where it was and go to step 1.
What do you think will happen? Now tell me that random changes can't produce information.
