There is no need to abstract genetics in this way. If a gene mutates by duplicating, this is extra dna sequence and if this duplicated gene mutates, then that would be new, extra dna sequence, or if you prefer, new, extra information.
There is much dna evidence to show that this is what has occurred over time and it is only controversial within extreme religious groups such as Bible literalist and Islamic fundamentalists.
You should also bear in mind that some plants and even the lowly lungfish have 50 times more dna sequence than humans.
More dna sequence (or information,if you prefer)does not necessarily mean a more complex organism. It is the arrangement of dna sequence that accounts for the differences between species not the amount of dna sequence.
