I would surmise that Charlie guessed, as he didn't have enough data and only an incomplete theory in his head. Contemporary evo-theorists have no business passing off guesses as established understanding. Current evolutionary theory has a triumphalist stance and on that account we are entitled to expect more. Personally I am not easily impressed by triumphal claims to understanding. Too many have fallen on their faces (and not enough on their swords) after having claimed a major breakthrough in human knowledge, Freudians and Marxists, for example.
