Small Windmill Palm, which I cover with a trash bag of dried oak leaves during winter, has pushed out two new fronds this spring. It's been in ground for a few years and until this winter usually sustained no damage from our typical zone 6a winters with winter min temp arnd -5F. However, this winter we dipped to -17F one morning, which resulted in 75pct foliage burn and spear pull.
