That appears to be the case, at least from what I've heard and read on VintageBMX.COM. Check out some of the posts by John De Bruin, as I believe he is the new lord of the HUTCH manner.
Note: Yeah, I was super happy to hear of HUTCH returning to the sport. This was basically the only manufacturer I raced in 84-87... Expert & Pro Racer, full tilt Pro Star (Christmas gift from the grandparents) and my last was the (pink) Hollywood Series that I named the Holly-Pro Star. I stripped the Pro Star of all her organs and did a complete transplant to the Hollywood F/F, then gave the Pro Star F/F to a neighbor who was just getting started in BMX racing. Yeah, we do some crazy stuff as kids...
