I would contact the news stations and let them know what is going on and that the SPCA will not do anything about it. Keep trying to get in touch with horse rescues, do not give up, you need to do it for these horses. Please e-mail me, and I will help you help these guys. This is awful. We can contact PETA and other rescues like the humane society as well. Can you get pictures?
