Are these people willing to part with these horses or will this require a fund raiser to purchasae the horses from these people? Do you know how willing these people are to give up their horses? If they are in bad shape, you could call the animal control service in your area. We are a small rescue www.thebestlittlehorsehouse.com. We have no funds, but if needed, people can send them through our website and we'll pool it as a non profit donation and try to help these horses out. Give some more details if you can and maybe something could be coordinated.
