Do you have any watercolor paint sets lying around the house? That might a workable alternative.
My other thought is - Will going into a big box craft store like AC Moore or Michael's be as bad as going to Party City? If not, they may have that face painting book that has the face paints already built into the book. If not, they should have all kinds of washable markers & paint sets available and if you can get the weekly 40% off coupon, it'll be pretty cheap.
