Joyce,I have just checked to see if this service is free and it is.They do warn of a scam whereby you may be phoned and asked for a payment to complete/cotinue your TPS or MPS registration.
How I attempt to avoid nuisance calls is to have two phone lines.I have the usual BT landline but I always have the answerphone switched on.As soon as the enemy caller hears this they hang up.If I am at home I can monitor friendly calls and decide whether to answer them immediately or wait till a message is left.I can ring the caller if needed.As part of my Orange Broadband package I have a second phone which costs me nothing to use and usually use this for outgoing calls.Nobody has this 0845 number and I have never had an incoming call on it.I also use my mobile phone for outgoing calls as this is pretty well free as part of my Orange package.
