I'm assuming that the number you called was the Telephone Preference Service.
I guess it depends how bad your cold calling problem is because this is an expensive solution - but have you seen the TrueCall device?.
Its been on various TV programmes and shopping channels etc. I first saw it on Dragon's Den but I must stress that I haven't used it myself.
The website has some other useful info about nuisance calls.
