Netherton Training School - Morpeth - 1911 Census

Can anyone advise what sort of school this was? At the time of the 1911 Census, it appears to have some 16 Staff (including Staff Families) Superintendent of Training, Matron, Schoolmaster, Schoolmaster Assistant, Nurse, Domestic Servants - but only 4 Inmates, 2 aged 18, 1 aged 17 and 1 aged 14?? Any help greatly appreciated.
