The relative power measurement is done by rectifying a sample of the RF at the output tank circuit and routing the DC directly to the meter. All components in play are passive, and there are only about a half dozen possibilities. I would look for trouble at the slide switch or a bad diode. Let me know if you need a scan of the manual for this portion of the radio.
