You have absolute freedom to do as you choose with your own hair, assuming you are civilian. But you say in the post above that you are looking for a "military barber" and want a military cut.
Shaving eyebrows is an "eccentricity" that would not be permitted under Corps regulations and probably not permitted in any other branch of the service.
Your efforts/thoughts appear to be going in contradictory directions. I suggest that if you want to appear military that you let go of the eyebrow thing -- it's not a look that fits with a uniform. It's more a "punk/bizzaro" trip.
