If it really is -- that is if the back and sides are clipped bald with an edger or equivalent -- 0000 or 00000 -- then I say there is no need to razor shave an outline and actually detest it when a barber does so. A neck and outline shave on such a cut only detracts from the cut -- your remaining hair becomes more visible, not invisible, to the casual observer. An "outline shave" as it is done by most barbers in fact creates the look of a squared off beauty shop cut, not the "tapered to zero at the hairline" that is part of the regulations.

The barber should not refuse to outline shave you based on your age. But in my humble opinion not every haircut ought to be outlined.
