The adult generation at first fought the change back in the 1960's, then in the early 70's it was everywhere. I know my barber (who went to barber school back in 1969 and cut hair on a military base for over 20 years) thought that in the 70's, short hair was NEVER coming back in his lifetime. I think virtually everybody else did too. Yes, the haircuts on MASH are totally laughable as far as realism AND totally laughable just from the perspective of the bad hair of the 70's.

The lack of realism in the haircut styles was not limited to MASH, but to just about any military themed TV show or movie from the 1970's and most of the 1980's. I suppose the actors did not want to cut their hair too short as it would negatively affect any other work they might want to do alongside or after that movie/program. Secondly, you can bet Hollywood has nothing but beauticians and cosmetologists experienced in cutting womens' hair so they would have no firtshand knowledge of military haircut styles.
