As for boots. there are a number of manufacturers producing boots certified to standards. What they wear at any particular time depends on where they're deployed to and the command. For desert duty, tan. Otherwise, black. Since boots are worn with BDU's, it doesn't matter what socks, as they're normally not visible. For service and dress uniforms, where socks may be visible, they're always black.
