It just doesn't feel to me like it spreads very smoothly, even on very wet skin. Maybe I just need to brush more water into it--I use the Fusion gel when I shave in the shower and it's perfectly comfortable to use there. I'm only guessing, but I think the Gillette Complete gel has about the same density of hydrocellulose stiffening it, but a little more of the various fatty acids and that's what makes it feel softer and smoother to me. The Fusion gel depends on PTFE for its slickness and is much less oily. I think the Nivea gel falls somewhere between the two.
