Ever made this experiment? light the laser in a dark room, and light a cigarette. The beam becomes visible in seconds (and, interestingly, you'll see the way smoke diffusion in the room advances initially in pulses, due to thermal resonance phenomena). It's not the power, it's the scatter from particles.
